Why does the Dutch media show the victim with free abandon, but black out the nigger across his eyes? Is this because maybe he has been accused but not actually convicted yet?  Is the eye blackout by national law or by the arbitrary decision of the media company?

The nigger is still just a suspect. The identity of suspects is protected by the dutch law. Untill the suspect is actually sentenced of a crime. There is an exception for people who are wanted by the police, where they need tips. Although the suspect now is still roaming free.
